Johnson County, North Carolina — June 6, 2025 — According to ABC 11, Joan Drake was known for her compassion, resilience, and laughter, filling any room she entered. Now, her sons are left trying to fill the silence—and fight for change.

Ryan Moeller and James Fowler speak about their mother with deep admiration. A former nurse who relocated from New York to North Carolina in the early 1990s, Drake raised her sons with strength and care.

“She had this laugh you couldn’t ignore,” said Fowler. “Once she started, everyone around her would follow. It was just who she was.”

That laughter ended in June 2023. Drake, 63, was making a left turn onto Financial Drive from U.S. Highway 70 in Clayton when a teenage driver slammed into her vehicle. She died at the scene.

“The moment I heard from the police, I asked if she was okay,” Fowler recalled. “There was just silence.”

According to investigators, the driver who hit Drake was under 18 and traveling at 98 mph in a 55 mph zone. Court records show he was charged with misdemeanor death by vehicle and ultimately received a sentence of 18 months’ probation and community service.

“To go that fast, take someone’s life, and just go home? That’s not justice,” said Moeller. “It felt like our whole world was gone, and the consequences didn’t match.”

The family pursued a civil case and was awarded a $5.1 million judgment. But without any significant assets or adequate insurance coverage from the teenage driver, they’ve been told they won’t see that money.

“There’s nothing to collect,” Moeller explained. “Most drivers here carry minimum insurance limits. That’s all the family will get, no matter the verdict.”

The family’s attorney confirmed that the insurer will pay the policy’s maximum, but it falls far short of the judgment—and even farther from any sense of closure.

The teen’s civil attorney issued a brief statement, calling the incident “tragic” and acknowledging that speeding played a clear role. “Let this be a reminder that every driver has a responsibility to be cautious and considerate on the road,” the statement read.

Drake’s sons aren’t just grieving. They’re taking action. They believe their mother’s death is part of a broader problem on North Carolina’s roads—where excessive speeding can take a life and still result in a misdemeanor.

“Our goal now is to change that,” Fowler said. “There should be real consequences when someone chooses to drive 40 miles over the limit and kills another person.”

The family plans to work with lawmakers to introduce legislation that imposes harsher penalties for reckless speeding that results in death. Until then, they hold on to their memories—and a mission born from grief.

“She was our everything,” Fowler said. “Now we just want to make sure her death wasn’t in vain.”
